What is it, exactly?

holding an ice thingiceiceice grass It has been in the low teens at night here in Arkansas and the daytime temps aren’t much over 27 degrees and now we have these weird ice grass looking things in our yard.

Coming from the arid west, I’ve never before seen something like this. I’d love for someone to tell me what it’s called.
